Constraints that actually work

Separation: paste groups of students who shouldn't sit near each other (behavior conflicts, testing integrity, IEP accommodations). The randomizer tries 50 shuffles to satisfy both sets of constraints — if they conflict, the tool flags it and falls back to best-effort placement.

Stateless by design
